Waikato District Council has let a contract to Livingston Construction for rebuilding Raglan Wharf. The buildings on the wharf burnt down in a disastrous fire in April 2010. Following an arduous consultation process, Beca Architecture came up with a design for the replacement building in October. Residents views on the building design ranged from sheds identical to the old building through to swish modern designs. Finally a design in sympathy with the old buildings was approved in May 2011. While the building design work was going on, HEB Construction undertook strengthening work on the wharf structure.
The wharf rebuild contract to Livingston Construction is for $1,735,000 for rebuilding the Raglan Wharf Buildings. It is expected that construction will begin early in 2012.
WDC’s Water & Facilities GM, Mr R Bax, advised Council that three tenderers were short listed from those who registered an expression of interest.
Of the other two:
Mainzeal were $22,000 cheaper, but under the tender evaluation system rules, Livingston were given a supplier quality premium which nudged them ahead to win the work. Livingston Construction have just completed the new Raglan Museum building for the WDC to a very satisfactory standard. Mitchell Construction were disqualified due to missing information.
The project cost is being met from insurance and annual plan provision. A contingency provision of $208,200 has been made in addition to the contract amount.
This makes the total $1,943,200 and with GST a two million plus dollar project.
