Raglan 'New Town' proposed in Variation 15 - the Raglan Structure Plan

 

Waikato District Council has notified Raglan Structure Plan as Variation 15 of the Proposed Waikato District Plan.

The submission must be in RMA Form 5 and must state whether or not you wish to be heard on your submission. Submissions close on 29 July 2010.

Summary

The Structure Plan will provide a framework for future growth in Raglan by managing development and land use patterns.

Background

In preparation for the variation a discussion document on matters to be addressed through the Structure Plan was issued for public consultation in late 2008. Following feedback on this and responses to Council’s consultation on its draft Long Term Council Community Plan 2009-19, a further report was prepared for consultation entitled “Raglan Structure Plan – Issues and Options”. This report began to identify those matters that could be the subject of regulatory change through amendment to the Proposed District Plan and those matters that are better addressed through measures outside of the Resource Management Act. Options were discussed and a preferred strategy was identified. Public consultation on that report and preferred strategy assisted in identifying and refining those matters that are now addressed through Variation 15.

Proposal

Variation 15: Raglan Structure Plan proposes amendments to the Proposed District Plan by:

  • Changing the zoning of land between Wallis Street and Cliff Street from Living Zone to Business Zone (Raglan Mixed Use Area), and applying the Town Centre Policy Area to additional land adjoining the existing Town Centre
  • Inserting rules affecting the Raglan Town Centre Business Zone
  • Changing the zoning of land at Park Drive from Industrial to Living Zone
  • Changing the zoning of land at 4005 State Highway 23 from Rural to Light Industrial
  • Applying the Town Centre Policy Area to the Raglan Wharf
  • Creating a Heritage Precinct within Raglan Town Centre; and
  • Including additional heritage items in Appendix C of the Plan.
