Nov 10: Raglan Community Board Meeting

1. Residential water meters to be installed in “coming months”. Education programmes “will be shared with the Board prior to progressing”. Although the meters will not be used for charging until 2017/18 dummy bills will indicate probable charges. “Bulk water meters to be installed at various locations for $220,500 – “Currently being scoped.” There has still been no cost benefit analysis of meters in Raglan. ‘Raglan Water Supply Annual Report and Rainwater Tank Strategy‘ emailed to RCB, but not in agenda.

2. Carparking and Monitoring discussion – Business Parking Report – business survey found 2 hour parking would conflict with higher turnover outside Bakery, Pharmacy, Food Market, etc. 120 business vehicles park in the CBD and surrounds. 7 of 56 use $10 a week parking (apart from this, no question was asked to indicate what value businesses place on parking, though 53 of 60 think there should be more parking, 21 of them close to the Wi Neera St $10 parking). Signs to James St parking needed. Changes could be included in Public Places Bylaw (consultation closes 30 Nov).

   1. “Stewart St/Whitley St footpath and parking” will use $6,000 from RCB discretionary fund to increase the number of angle carparks in Stewart St.

   2. Norrie Ave – 12 diagonal carparks near school to be converted to parallel parking to ease traffic flow.

3. Council roadworks – reseals from end of Feb on Bay View Rd, Cross St, East St, Gilmour St, John St, Lily St, Long St, Marine Pde, Norrie Av, Park Dr, Point St, Robert St, Somerset La, Stewart St, Taipari Ave, Tutchen Ave, Wainui Rd, Upper Wainui Rd.

   1. Joyce Petchell Park access road ($23,618) completed.

   2. Waipapa Panui Point track upgrade etc ($27,000). Access road to be constructed Nov/Dec when weather drier.

4. Community Board Engagement Plan – “A public meeting was planned for October, but has since been put on hold by the Community Board.” RCB unadvertised meetings – Workshops 25 Sep & 13 Oct, pre-meeting 9 Nov. Civil Defence, Cultural Liaison and Placemaking are also on the agenda.

   1. Waikato Regional Council West Coast Zone Meeting 25 Sep attended by RCB chair (see report). Jude Addenbrooke, WRC’s zone officer, will speak on Tue.

   2. “Ms D Spencer, representative of Project Built It, will be in attendance to address the Board.”

5. Walking and trails strategy – meeting held with “some interested locals” and there will be further consultation (draft was to be ready by Nov).

   1. Wainui Reserve walking track – portion of $48,000 spent on track renewal, furniture, signs (delivery late Oct – “Following iwi consultation, names for the signs have been chosen and are currently being made. Installation is expected to occur in November.”), bins etc ($10,000).

   2. Wainui Rd to Karioi track ($70,250) “Staff are working with the Board Chair to determine the most appropriate process for consulting with the affected land owners.” “Board took a decision at its meeting in July for a walking/biking track to lookout” (but the decision was to extend it to Te Hutewai Rd).

6. Council works – “Boat ramps out to tender for Te Akau, Puriri Park, Wallis Street Seawall, Manu Bay Breakwater . . . Construction start over the summer 2015/16″ (but this report is more up to date).

   1. The decorative lights have been disconnected since streetlights were upgraded to LEDs. WDC getting a quote for re-connection.

   2. Renewal of sunny dunnies at Wainui Reserve ($41,000) subject to construction of sewage pump and at Ruapuke “land issues”.

   3. Resource Consent lodged for rugby ground lighting ($29,000).

   4. Furniture Renewals Kopua ($11,000) delivery in Oct.

   5. Wharf – renewal of railing around Dolphin and replace fence/rails adjacent to boatramp ($40,000) “Currently scoping project”.

   6. Sewage pump station emergency storage at Marine Pde and “Nero St” $526,463 will start March 2016.

7. Council plans – Significant Natural Areas – 1,598 potential SNAs cover 75,000ha (about 5%) of Waikato District.

   1. Plan Change 14 (Pa Zone, Wallis-Bankart-Wainui Business Zone, Nau Mai) s.32 report will be “a lengthy process. The document needs to be reviewed by staff and then peer reviewed “.

   2. Tsunami Study – summary of eCoast modelling of a 6m wave to be reported to 8 Dec meeting.

8. Discretionary fund – Lions want $1,775 for New Year parade, and Surfside $3,500 for Christmas in the Park out of $21,089 in the fund. In Nov 2012 the minutes said RCB would sponsor “the painting of a mural on the walkway end of the Kopua Domain Changing rooms up to the value of $351.86.” RCB wants to delete that unpaid funding.

Should WED be taking up these, or any other issues? Apart from parking, the Long Term Plan priorities (footpaths, swimming, buses) have still not been dealt with, and there’s no mention of items previously left unresolved, such as Community Board on-line survey, Waingaro Hot Springs, TPPA, Digital Enablement Plan, sewage overflows and Kaitoke Walkway weeds. This agenda also has no mention of Coastal Reserves October meeting (and an update on the cycle track), Rangitahi, or CRMs.
