May 3: Raglan Community Board Meeting at Te Uku

The next Board meeting is Wed 3 May at 1.30pm in Te Uku Memorial Hall. The public forum will be near the start of the formal meeting, giving the usual opportunity to discuss issues. Wednesday’s agenda, again lacks information on verbal reports, but it includes –

  1. WEL Proposal for EV Charger Wallis St, WRC Coastal Plan, Raglan Naturally, Councillors, RCB Members’ verbal reports.
  2. Civil DefenceFebruary Update: The Board will organise a community meeting about Civil Defence in the coming months. . . Scott Bult (Emergency Manager WDC) . . . would like us to plan on the basis Raglan could stand on its own for 3 days in the worst scenario . . . key people, organisations and groups . . . rest homes, schools elderly . . . accommodation to trades and emergency services and support groups. . . will be circulated within the board initially for further comment.
  3. Connectivity Strategy consultation will develop the 2016 Trails Strategy, initially with ‘stakeholders’.
  4. Freedom CampingInformal engagement using a social mapping tool was open to the public from 31 October . . . Staff are now seeking input from Community Boards for freedom camping areas that are currently restricted or prohibited in the Bylaw, as well as any additional areas the board may recommend.
  5. 2024 Long Term Plan public consultation Apr-May 2024, “meeting planned for the 17th May with Council and the Mayor for community boards/community committees to talk strategy and long-term plans and what they require”.
  6. 3 Bow Stdiscussion . . . on 3 Bow St. A new lease will not be put in place on Hart’s garage until review of the building and i[t]s house carried out. House has ongoing lease in place.
  7. Wi Neera WalkwayResource Consent submission is underway. Steering group is obtaining additional budget.”
  8. WharfRock revetement & walkway rework is being done by the contractor. . .  Solar lighting is yet to be installed. The new relocated Haul Out Facility adjacent to the gangway will be completed in early May. . . Cultural Inputs and European History are being worked through with Simon Te Wheoro and Dennis Amoore. . . Dolphin Pier Tide Gauge Refurbishment for WRC is commencing in the next 2 weeks. . . opening, likely to be late May . . . consents have been lodged for the western walkway, tidal stairs and seating. Extraction of 1,000 tonnes of boulders will get underway in late April/early May. . .  original wharf foundation plaque from 1920 refurbished . . . in eastern portion of works.
  9. Manu Bay Breakwater – “eCoast and T+T are preparing the report on the options, advantages and effects on the ramp and wave break. . . Tim / Collaborative Solutions will liaise with stakeholders to confirm the Stakeholders meeting date.
  10. Soundsplash – “The 2023 Sound Splash event debrief was held on the 22nd of March. This was attended by the Consent holders and their key operational staff, Police, WDC staff involved in land owner approval and the Service Delivery General Manager . . . several reports were requested to be provided from the consent holders which staff have now received and are . . . working on a report for recommended changes”.
  11. CCTVRaglan needs a full audit and likely full replacement). Until we scope all towns, we will not know the allocations for each area.
  12. Cars Speeding on Main Road by BPRoading Manager to investigate if speed on Main Road can be monitored by Council and any data collected be given to NZ Police. . . meeting with Police on the 28th April”.
  13. Greenslade Rd safetyRoading Manager to investigate when Council maps will be updated to reflect the revocation of part of State Highway 23. . . some inconsistencies . . . will look to resolve this over the next 2 months”.

  15. Playground – Greenslade Rd Reserve – “Environmental consultants are undertaking an Ecological & Floodplain Assessment. . . by the end of May.
  16. Discretionary fund after Crime Prevention Day sausage sizzle and ANZAC Day Wreath $12,787 remains. Museum want $1,954 for macrocarpa surfboard rack, labels and information panels and Arts Centre want $4,000 for Arts Weekend Guide.

Sewage – “With the signing of the WDC MoU with the landowner of the Maungatawhiri Road site, there

will be more confidence to invest in additional investigations. . . testing bore installation and baseline ecological testing, are paused as we wait for the MoU outcomes. . . detailed design for the project, which includes process design and geotech investigations, is underway. The basis of the design is expected to be completed by the end of April. . .yet to install new Magflow meters at Wallace St PS with Nero Pump station before progressing with option development.” “abatement notices in place at the moment, . . . for Total Suspended Solids. Flow meter calibration certificate Faecal coliform limit exceedance”.

Water – “Investigations for . . . Reservoir sites are underway.” CCTV pipe replacements at 10 Pokohui Ave and 42 Wainui Rd. “Upgrading the critical watermains on Main Road and Upper Bow Street with new, larger-diameter pipes will improve operational performance, increase the water supply’s reliability . . . planned to avoid . . . Easter and Anzac . . . Raglan drinking water supply may be subject to a fluoridation direction under the Health (Fluoridation of Drinking Water) Amendment Act 2021 due to having a reasonable population size and not currently being fluoridated.

Stormwater – Cambrae Rd flood works “Councillor Thomson raised concerns that the works will further exacerbate flooding around 8 Cambrae Road where the walkway accesses Lorenzen Bay and has asked for an impact assessment. Watercare to Verbally update.

WGB 29/3

WWTP reached extremely high levels during the storm on 29 Jan. At 1430hrs that day, we started a continuous discharge to the harbour. This discharge continued until 31 Jan at 2215hrs, when it returned to normal tidal discharges. During this period, all effluent received full pond and UV treatment of the discharge flow. The councils were notified. Community messaging and temporary health warning signs were set at strategic access points to the foreshore, and additional water quality samples were collected and processed.  The ponds were again inundated during the cyclone event. A temporary diesel pump was required for pumping from the roadside pond to the discharge pond due to a failure of the permanent pump. Normal tidal discharge of UV treated final effluent continued during the cyclone, and a bypass was not required

CCTV surveying continued in Daisy St / Wallis St area. patching and sleeve relining were carried out. Upgrade – Detailed design starts with preparing the Process Basis of Design and Geotech investigations. $14.72m for completion of WWTP included in DIA submissions for the new WSE AMP.

Of the 54,380 electors on the Final Electoral Roll, 17,572 electors returned their vote. This represents a disappointing 32.3% and compares to 16,709 electors or 34.4% at the 2019 election. 2022 average nationwide turnout is 45.58% compared to 41.7% for 2019. cost to WDC for their election $252,089 + GST $4.64 + GST/elector. consider whether WDC retains the first past the post or adopts STV for the 2025 triennial elections – by 12 Sep.

Public places bylaw – 4.1 – Definition of Urban Areas added “or under” 70kph, added a definition for “Mind-altering Substances” 8.1 – Horses added “paved” to footpath and removed “or berm” 11.1 – Skateboards, Roller Skates, Inline Skates and Wheeled Recreational Devices Added the words “so as to cause damage to any property or person, or in a manner which is careless, dangerous or causes an obstruction, or annoyance to any person or persons using the public place”

Traffic bylaw time period to park a vehicle extended from 3 to 7 days. 17 Text added to make it clear damage to roads is in excess of normal wear and tear. Schedule 8 added for boat launching ramps, but charges not mentioned. Cliff Rd not corrected.
