May 12: Raglan Community Board meeting

The next Board meeting is Wed 12 May at 1.30pm in the Supper Room. The public forum will be part of the formal meeting, giving the usual opportunity to discuss issues. Wednesday’s agenda includes

  1. Closure of path across the airfield – with only our councillor and Te Akau’s voting against, WDC has agreed to fence the airfield.
  2. Soundsplash – $10,000 paid and all consent conditions met. “Zu Entertainment Limited and currently working with the Waikato District Council to assess the suitability of applying for ongoing Resource Consent for the use of Wainui reserve for the Sound Splash Festival and the Raglan Airfield for the Park and Ride. This consultation is done with consideration for the proposed Raglan Costal Reserves Management Plan review.”
  3. Wharf – “structural study is complete and this will also be presented to the PCG at the next meeting” “The tender documents have been finalised for the Pontoon . . . There will be a site visit for them in early May. . .The Walkway, handrail and safety proposal . . . will be issued as a design tender . . . then another tender will be issued for construction works. . . Beca has been commissioned by WDC to draft a scope for the Whaingaroa Harbour infrastructure study . .. . due for completion by the end of the month and they will be invited to present to the next PCG meeting.
  4. Bus survey – 79% of Raglan respondents wanted an internal Raglan service. For the next 3 years $100,000+ is in the budget to provide an hourly Whale bay-Wharf bus. Raglan-Hamilton bus has $115,000 pa and may become a direct bus from the Info Hub. WDC may consult, but “The next stage is to develop a route and timetabling option for Waikato Regional Council to consider how best to adjust the 23 bus service and ensure that connectivity is maintained. This will be completed by second week of May.
  5. Climate Response & Resilience Action Plan to be sent “to original climate action group.”
  6. Stormwater – 18 March minutes of Liaison Group – “Aroaro Wetland Significant community concern over the operation of the flood gate and the management of the wetland as per the 2006 consent. Community to decide on approach to have consent revised.”
  7. Coastal Reserves – “meeting with WDC staff, an outline of ‘what oversight of the reserves means for RCB[not in agenda] was sent to staff. They have discussed this and we plan to meet over the next few weeks to come to an agreement”.
  8. Representation Review – consultation expected around end of June.
  9. Freedom Camping 44.44% of complaints dealt with on time.
  10. Service Requests – Jan-Mar overall 83.07% (down from previous quarters of 83.96% 89.59% and 92.63%) dealt with on time. 40% of Wastewater Overflow alarms and 60% of Environmental Health Complaints weren’t dealt with on time.
  11. Footpaths – Greenslade-Lorenzen Bay Rd cycleway “Construction commences 01 June”, “crossing points on Main Road to be completed by 30 June . . . Raglan west shops to Marine Parade footpath To be completed by 07 May . . . Riria Kereopa Memorial Drive to Rock-It restaurant shared cycleway Completed.” Bridge to campground entrance “Week beginning 17 May: Excavation works to begin. Week beginning 24 May: Footpath excavation and preparation, crossing excavation and preparation, kerb and channel excavation and preparation. Week beginning 31 May: Footpath pour, crossing, KC. Rip and remake pavement. Swale drain construction, top soiling, chip sealing. Hydro-seeding, planting, bollard installation, sign installation.”
  12. Civil Defence Emergency Management – “Community Board reps . . . unable to attend. . . unlikely to be completed before end of June.
  13. Wainui Rd wooden footbridge “Support from Marae given to be constructed before 30 June”.
  14. Places for People – “The parklet design is now with WDC approved Contractor City Care to price . . . they have suggested pine decking . . .The road art is being priced by Dallas Mihinui. . . Putoetoe place – at this stage cost and timing along with difficulties . . . this portion of the project has been dropped” Bow St “Crossings to be remarked prior to 30 June”.
  15. Raglan Naturally – “Next steps for the RN Board is to secure funding to engage a community lead development facilitator and to resource as well as implement the priority workstreams and projects in collaboration with the existing community organisations.
  16. Parking signs to James St “To be completed before 30 June”.
  17. Manu Bay planting – “The planting has been postponed until the Reserve Management Plan has been completed and adopted.
  18. Manu Bay Breakwater – Staff “will be in attendance at the May meeting. . . A report will have been received from an independent consultant”.
  19. Surf Life Saving Club – verbal report
  20. Hikotron – verbal report from electric car charging firm.
  21. Camera Licensing Trust “Cr Thomson to provide an update on when the Trust was next due to meet”.
  22. Register of Interests – list of RCB members’ property, jobs, etc.
  23. Discretionary fund has $8,591. Applications close on the first Friday of July.
  24. Gilmour St “Under construction”.
  25. Whaingaroa Raglan Affordability Project – “Nil to report” again.

Infrastructure minutes

  • Xtreme Zero Waste – Increase to Approved Contract Sum, 
  • Raglan Food Waste Collection – Council agrees to fully fund the food waste collection service for Raglan from the Waste Minimisation Reserve Fund in the 2021/22 financial year and consults in 2022 in the Annual Plan process on a proposed targeted rate to continue the service in 2022/23 and beyond

Other issues missing from the agenda are school road safety, Town Hall Warrant of Fitness, unsealed roading, Calvert Rd (“No further action on this”) & Rose St parking (“No available resources at present”), Government Rd/ Bayview stop signs, Greenslade Rd junction (“To be completed before 30 June”), Park Dr safety measures (“planning stage”), Lorenzen Bay playground, Cliff St one-way and footpath (“On hold, to be considered as part of the long term planning for Cliff St”), Te Uku Recycling, Whāingaroa Catchment Management Plan, dog & horse issues, Rangitahi, Hills Rd water tower, glyphosate, volunteer worker safety, coastguard lease, Puriri Park, weedbusters, Joyce Petchell and Puriri Park toilets to be wrapped with environment messaging and. Should WED be taking up these or other issues?
