After Waikato District Council planners were savaged at a public meeting about the proposed Raglan Stcruture PLan, Peter Storey, the Chair of the Raglan Community Board called on WDC to put a stop to the Raglan Structure Plan process. As a compromise, Council has extended the time limit for submissions.

Variation 15: Raglan Structure Plan – Proposed Waikato District Plan
On 30 June 2010, the Waikato District Council gave notice under clause 5 of the First Schedule to the Resource Management Act 1991 of Variation 15 of the Proposed Waikato District Plan: Raglan Structure Plan.
By this supplementary notice, the council advises that it has extended the closing date for submissions on Variation 15: Raglan Structure Plan to 27 August 2010. All written submissions must be received on or before 27 August 2010, rather than the previously advised date of 29 July 2010.
All submissions received in response to the Council’s previous notice dated 30 June 2010 will be treated as valid. Any person who has already lodged a written submission on Variation 15 does not need to re-lodge the submission with the Council.
Variation 15: Raglan Structure Plan proposes amendments to the Proposed District Plan by:
· Changing the zoning of land between Wallis Street and Cliff Street from Living Zone to Business Zone (Raglan Mixed Use Area), and applying the Town Centre Policy Area to additional land adjoining the existing Town Centre
· Inserting rules affecting the Raglan Town Centre Business Zone
· Changing the zoning of land at Park Drive from Industrial to Living Zone
· Changing the zoning of land at 4005 State Highway 23 from Rural to Light Industrial
· Applying the Town Centre Policy Area to the Raglan Wharf
· Creating a Heritage Precinct within Raglan Town Centre; and
· Including additional heritage items in Appendix C of the Plan.
The following consultation has been undertaken in preparation for the variation. A discussion document on matters to be addressed through the Structure Plan was issued for public consultation in late 2008. Following feedback on this and responses to Council’s consultation on its draft Long Term Council Community Plan 2009-19, a further report was prepared for consultation entitled “Raglan Structure Plan – Issues and Options”. This report began to identify those matters that could be the subject of regulatory change through amendment to the Proposed District Plan and those matters that are better addressed through measures outside of the Resource Management Act. Options were discussed and a preferred strategy was identified. Public consultation on that report and preferred strategy assisted in identifying and refining those matters that are now addressed through Variation 15.

Submissions
Any person may make a submission on the proposal. You may do so by sending a written submission to the Waikato District Council, whose address is given below. The submission must be in Form 5 and must state whether or not you wish to be heard on your submission. Forms for this purpose may be obtained from any of the offices listed above, from the Council’s website or by e-mailing a request to districtplan@waidc.govt.nz
The process for public participation in the consideration of the variation is as follows:
· After the closing date for submissions, the Council must prepare a summary of the submissions and this summary must be publicly notified;
· There must be an opportunity to make a further submission in support of, or in opposition to, the submissions already made;
· If a person making a submission asks to be heard in support of his or her submission, a hearing must be held;
· Waikato District Council must give its decisions on the proposal (including its reasons for accepting or rejecting submissions);
· Any person who has made a submission has the right to appeal the decision on the proposal to the Environment Court.
