This summary of the Raglan Community Board agenda prepared by Whaingaroa Environmental Defence Incorporated Registered no.1912150, from Secretary: John Lawson, 51 Cliff St, Raglan 07 825 7866 email johnrag@vodafone.co.nz.
The public forum starts at 1.30pm, giving an opportunity to discuss issues or you can contact an RCB member (see list below).
The full agenda is online and available here AGENDA. It includes these items –
-
Latest Wastewater Overflows Report recommends extra spending on text messaging “backups at all 18 Raglan Pumping Stations, as a minimum – $55,000”, “backup generator, lighting and hoist at Greenslade Road pump station – $75,000”, “additional support – $50,000”, etc.
- Whitley St “pumpstation contained a number of rock, metal and other objects. These would have been the cause of the impellers wearing and should have been identified during routine pumpstation maintenance”, now followed up by “management undertook, and have subsequently concluded, a review of performance of the staff member concerned”. “less than 2m3 entered the Harbour” with maximum ecoli at 921/100ML (low).
- Greenslade Rd overflow report being prepared for Regional Council; “the afterhours responses did not occur as required. In both events the automated monitoring systems (SCADA and Telemetry) worked as intended and designed, giving ample warnings.” After hours monitoring of network alarms now contracted out.
-
Wainui Rd to Karioi track – “This track will be prioritised along with all other trails through the Trails Strategy process.” [but hasn’t been – see Infrastructure below]
-
Norfolk Pines – further report says cones were reduced to minimise the possibility of branches breaking and they’re not “imminently hazardous or in a state of decline and subsequently the felling and removal of the trees could not be justified.”
-
Spray safety – “Council only use Glysophate [sic] 360 which has a market brand name of Round-up” [see Wikipedia for a summary on Round-up safety].
-
Visitor Impact workshop – Board to consider “a prioritised list of projects” for funding.
-
Waingaro Hot Pools lease of springs expires in 2034 and of the hotel land in 2018.
-
Coastal Reserves minutes of 13 June and 11 July meetings. Manu bay boat-ramp report not yet received. No notice about Wainui Bush Park work. [next meeting Mon. 8 Aug. Supper Room 5.30pm]
-
Volunteer Workers – for volunteers who perform regular volunteer work “Council has a duty of care to ensure any work sanctioned by them is carried out in a safe manner by experienced persons”.
-
Boat Ramp Study “consultants to undertake a study on the provision (location and construction) of boat ramps throughout the District”.
-
Open Spaces Contract from 1 August City Care will share depot space at Brownlee Ave, Ngaruawahia and have a depot in Tuakau.
-
Slow response rate for Parks, Reserves & Facilities due to “several difficult to resolve issues”.
-
Youth representation on the Board.
-
Community Response Plan meeting in the Supper Room on Thursday 8 September at 6pm about first 72 hours of a civil defence emergency.
-
Kopua Holiday Park annual report – 9.9% ($133,000) growth.
-
Electric vehicles only parking for 2 cars with WEL Networks charging station to be behind the information sign in the Town Hall carpark in 3 months with 1 hour limit (15 mins for an 80% charge). Initially free charging. [will it recharge bikes too, as we have many more of those in Raglan?]
-
Wainui Rd repair 992m is to be rehabilitated up to Te Ahiawa Rd.
-
Unsealed roads have had 1752km of grading, equivalent to about 3 times a year for each road.
-
SH23 Safety Management – a Safe Roads Alliance rep will speak.
-
Manukau Rd traffic counts up from 842 daily average in 1992 to 1,387 in 2015.
-
Footpaths completed on Nihinihi and Uenuku Roads.
-
Verbal reports on Council, Civil Defence, Cultural Liaison, Placemaking and Communications.
-
Discretionary fund has $4,518 (apparently not topped up with 2016/7 funds). Next deadline for applications 30 October.
Council’s Infrastructure meeting (also on Tuesday) has a Trails strategy (the title has ‘draft’ deleted, suggesting no further consultation, despite the draft version having no priorities and many groups apparently not consulted) –
Raglan walkways on a high priority list are –
- 201/9 3km extension of Kaitoke Walkway round the other side of Kaitoke Creek to Hills Rd and to SH23
- 203 Marine Pde
- 205 Electric Lane to footbridge
- 206 3km Cliff St round the coast to Lorenzen Bay and Nikau Park
- 207 Aerodrome Bridge to marae
- 208 Friends of Wainui
on medium, or low priority list (“Potential trails that have not been identified as ‘high’ priority are still important. In some cases these projects may be driven by community groups”) are –
- 202/212/3/602 Raglan-Ngarunui Beach-Manu Bay-Whale Bay
- 204 Flax Cove-Hills Rd
- 211 Primrose St-Lily St
- 950 coastline of Te Akau Wharf Rd
- 951/2/9 Raglan-Port Waikato
The report still looks in need of work; it says, “ensure there is not an acceptable health and safety risk”!
Although the RCB agenda says the Wainui Rd-Karioi track will be included in the priorities, it’s not mentioned in the strategy.
Last Wednesday a report said Regional Council will decide on 9 year bus contracts this month and then announce enhancements. In the last year 22 Raglan buses were fully loaded (have you been left behind?). Only the Orbiter and Huntly/Base buses are more heavily loaded than Raglan’s. Also a 30% discount off bus card fares for Uni students.
Should WED be taking up these, or any other issues, such as Community Empowerment?
Should WED publish a list of preferred candidates for the local elections and, if so, how should we arrive at the list? Voting papers will be sent out from 16 Sep. The Residents & Ratepayers are arranging a ‘meet the candidates’ for shortly after that.
