Businesses based in  Raglan, Cambridge, or Te Awamutu Chambers of Commerce areas or the Waipa District are eligible to enter. Any sole proprietor, partnership, incorporated society, Limited Liability Company, educational institution, local or central government organisation, charitable or not for profit organisation from these areas can enter. An organisation that is part of a larger national or international organisation must be able to demonstrate that it operates as a separate business unit.

Excluded are those businesses or organisations owned by officers or employees of the category sponsor. Entrants in the Excellence in Business New/Emerging category must have been in operation two years or less as of 31st of March 2019.
