Feb 13: Raglan Community Board meeting

This is the first meeting since November. The agenda includes –

1. Parking bylaw to be discussed. 27 Dec – 22 Jan there were daily parking patrols and freedom camping patrols about every other day. Tickets – 327 parked in wrong place, 162 over time, 64 no licence/WOF, 63 freedom camping.

2. Tourism Infrastructure Fund new toilets on CBD end of road reserve at Cliff St, at Ngarunui Beach (Riria Kereopa Memorial Dr & main beach), Joyce Petchell Park, with carpark extension for large and small vehicles and 100L rubbish bins.

3. Raglan Visitor Infrastructure Study Report (July 2017) proposes “Upgrade substandard road segments on Wainui Road segment to Wainui Beach . . .. shuttlebus service between Raglan Wharf and Manu Bay . . .. CCTV in main carparks . . . bilingual wayfinding signage for Raglan which includes cultural & heritage interpretation, coast/surf care, beach access, Mt Karioi bike trails, and roading and walkway connections . . .. Take account of the council’s Trails Strategy . . . identify whether availability/access to council land or waterfront space, or funding support is a constraint on the scale or type of events held in Raglan, and consider whether more fixed infrastructure such as rain/sun shelter, BBQs, picnic tables, water fountains, showers and changing rooms should be provided on council reserve land. . . . Additional public toilets and waste management facilities at key visitor destinations (e.g. town centre, Ngarunui Beach. . . explore the potential to increase supply of commercial accommodation or new retail development within the town centre . . increasing carpark . . . signage to Raglan . . .. households not to be consulted”

4. Boat Ramp Assets Feasibility Study (July 2017) Coastal Reserves Committee to make recommendations – assess coastal reclamation at wharf for trailer parks, large crack in Domain Ramp, Manu Bay Ramp breakwater to protect eroding bank – need to decide if use in stormier weather required – repairs cost $455,179, Coastguard ramp undermined, concrete fence posts at Te Akau, abandon Hauroto Bay ramp, add gravel at Te Uku and Waingaro, increase regular maintenance from $13,000 to $73,000 pa, user pays may be an option.

5. Holiday Park 2 resolutions in ‘public excluded’ minutes.

6. Sewage spills – 3 overflows in Oct, 2 Nov, 34 during year. Staff still working on developing reporting mechanisms.

7. Raglan Naturally update to be completed by Nov. calendar of events – focus group meetings in March on Beautification, Business, Wellbeing, Arts, Education, Environment, Infrastructure, Tourism, Planning/Housing, Education, Employment, Home Based Ventures, Industry, Safety, Recreation, Transport. Facilitated Workshops on values, Future Focus, Treaty.

8. Soccer Fields – Re-turfing after March. Getting prices for drainage.

9. Planting of Domain banks – proposal to go to Coastal Committee 5.30pm at Supper Rm on Mon 12 Feb.

10. Raglan Coastal Reserves 13 Nov, 11 Dec minutes. DK Surf School no progress. CEO approved continuation of Surf School agreement. Review airfield safety signs.

11. Raglan Hall Committee minutes in RCB agenda for first time. Public excluded from rents discussion. “Being a tenant does not automatically extend the right to be on the committee.” High electric costs – meter each tenant. $83,859 in bank. Karate and taibo fees set.

12. Mowing – 12 Main Rd did “not fit the policy criteria” for council mowing, but now council will mow.

13. Whale Bay Access Way “Work is scheduled for late February/early March start. See attached schedule of works” (not attached!)

14. Wainui Road Gorse and Pampas Grass – “will continue in 2018 as funding permits.”

15. Designated park for electric charging marking corrected.

16. Wi Neera St drain – could enforce no parking. Might culvert next year.

17. Service Request Report – report in agenda doesn’t seem to relate to Raglan.

18. Discretionary fund has $8,296. Deadline for next fund applications Mon 2/4.

19. Youth rep – 3 new reps proposed – Grace Mindoro, Sven Seddon, Charlie Irvin.

20. Treaty of Waitangi Workshop – funding in Raglan Naturally programme.

Should WED be taking up this, or any other issues missing from the agenda, such as Karioi walking/biking track (despite promise of a “further update” for Nov meeting), cutting trees on reserves, glyphosate, Trails Strategy ($278,280 to be spent in 2018), volunteer worker safety, social housing, parking infringement money, harbour lease, coastguard lease, Puriri Park, buses ($1m extra funding for Pokeno empty buses, but not for Raglan’s crowded ones – see page 204), cycleways, or land disposal of sewage?
