Jun 13: Raglan Community Board meeting

The next Board meeting is Tuesday 13 June at 2pm in the Town Hall Supper Room. The public forum starts at 1.30pm, giving an opportunity to discuss issues, but you can also contact the Community Board members who are:- Alan VinkBob MacLeodGabrielle ParsonLisa ThomsonPJRangi KereopaTony Oosten.

The agenda, out early this time, includes –

  1. Sewage spills – 4 sewage overflows in April. 81.25% of overflows and 50% of urgent public toilet calls dealt with within the target times.

  2. Stormwater – in the investigation and planning phase and include a day lighting project (see OPUS and BECA reports). “Physical works are not expected until March.”

  3. RCB Engagement Strategy to be reviewed. Also report back from conference and David Hammond presentation.

  4. Bus survey – results of February survey – 130 from Raglan, 33 Hamilton, 30 others. To be covered in July workshop.

  5. Raglan Coastal Reserves Minutes (also terms of reference) – 8 May – new WDC staff dealing with mowing. Commercial use by surf schools passed to RCB (not otherwise on the agenda). Vodafone want to change resource consent so as not to monitor cableBMX track at Domain being converted to Pump track. Support Marine Pde  footpathHorse numbers increasing – want review of access. Asked to see Wainui Reserve track plans. 

  6. Discretionary fund has $3,001. Next deadline for applications 7 July.

  7. Chair’s report “Raglan hard surface cleaning investigation ongoing, Staff and owner meeting 108 Whaanga Road”

  8. Councillor’s report WDC contributing $6000 to Raglan Naturally – Kelly will give an update.

Infrastructure –

  • Native species planting . . . planned for . . . a number of dune sites in Raglan
  • CCTV and Jetting Raglan area is 75% complete
  • Scada/ telemetry Investigations on a Microwave link between Raglan and Ngaruawahia continue. A Fibre optic network has been identified in Raglan and has the potential to offer a solution and provide an increased scada backbone.
  • recently completed work at Wastewater Treatment Plant (bank drainage and stabilisation)
  • An overspend has occurred for contract 14/009 Public Cleaning and Minor Maintenance. This contract is between Council and Outsourced Client Solutions Limited (OCS). . . After receiving complaints from wharf tenants the Raglan wharf interior toilets were added to schedule prior to the first contract payment at a cost of $4,900 per year. . . Raglan daylight savings additional cleans – $23,233 ($23,233 per year) detail at Appendix 1

Policy –

    • Subdivide and develop Precinct A in the Rangitahi Peninsula Structure Plan area to provide 89 single dwelling lots, 3 mixed use lots, 1 comprehensive residential development lot, 1 Rangitahi commercial activity lot, 1 recreation reserve and 2 local purpose drainage reserves, local integrated walkways and cycleways, several shared access lots and roads to vest
    • build in the Coastal Zone
    • encroach into a road setback and fail daylight admission rule
    • earthworks that will exceed the maximum permitted volume and depth
    • cleanfill that exceeds the maximum volume and height
    • provision of wireless telecommunication connection
    • subdivision where the service lane does not meet permitted width
  • The Kaikōura earthquake had an impact on the water supplies at Raglan whereby the mountain spring was impacted with sediment. This highlighted an issue for Waikato District Council where if a filter had been installed between the spring and water treatment plant there would not have been an issue.
  • That the Audit and Risk Committee undertakes process reviews on targeted areas, and that any “red flags” are raised, discussed and incorporated by mutual agreement into KPIs. . . An internal audit report on the Raglan Kopua Holiday Park has been drafted – Park report July-January in RCB agenda – visitor numbers up, though “quite a few booking errors”.

Finance –

  • Youth Engagement Advisor Shannon Kelly . . . has spoken to a Raglan Library staff member (Celine) – who is also a member of Surfside Youth Group – about the possibility of her participating in . . . representing the youth in the Raglan Community Board meetings
  • Raglan Wharf – handrail and balustrade renewals completed
  • Karioi track (3.4km walking/biking track from Wainui Road) . . . Before work can commence consultation is required with neighbouring land owners. Discussions with Raglan Community Board on the best way forward due to commence in September/October.   • Wi Neera Street connectivity . . . In progress
  • On 15 March 2017, the Regional Mid-Sized Tourism Facilities Grant Fund. . . opened. . . Submissions . .. . $300,000 of a $450,000 total budget to create and improve walkwayscycleways and signage at Raglan
  • Staff are building momentum for the Place making concept across the district.
  • Staff met with the Business Development Manager of Hampton Downs, Hamilton Waikato Tourism and the Liaison Officer for the World Rally Championship 2018 to discuss utilising Hampton Downs as the starting point/host for a special stage traversing the Waikato district west coast unsealed roads, ending in Raglan.
  • Raglan, . . . will receive UFB2 funding. . . by 2020 . . . Staff have met with Ultrafast Fibre and Chorus
  • Hamilton & Waikato Tourism (“HWT”) handed ownership of the Raglan Visitor Destination Plan to Raglan Naturally. Expenditure to date: $75,000 (Invoiced six monthly)
  • Waikato Playcentre Association: To new build an new Playcentre Total Cost: $1,004,737 In Hand $517,000 Wellbeing Trust Funding Sought: $46,836 Other Funding Sought: $440,901 Project Background: The Raglan Centre would like to build a new play centre within the grounds of Raglan Area School – to commence November 2017. . . Staff Comments: The site identified is on private land. Staff have advised the Waikato Playcentre Association of the need to contact Council regarding any consenting required.
  • Conservation Management Plan. . . following the template established by the Raglan Pillboxes CMP (March 2017) . . . A Conservation Management Plan has recently been completed for the Pillboxes in Raglan

Should WED be taking up these, or any other issues missing from the agenda, such as cutting trees on reserves, SH23 safety work, removing the remnants of the old footbridge from the beach (11kV link now removed), freedom camping patrols, toilets, glyphosate, DHB Consumer CouncilTrails Strategy ($278,280 to be spent in 2018), volunteer worker safety, parking, social housing, parking infringement money, harbour lease, or land disposal of sewage?

  1. It’s good to see the information provided here and range of activity in train. The trails planning is a excelent focus that will bring benefit now and into the future. The joining up of trails around the town will encourage community recreation and being open to all users (walkers, bikers, and riders) is positive. The road from Waimui to the maunga is going to be brilliant and hopefully will encourage improvements to the waterways with plantings and pest control to foster native flora and fauna. Well done!
